Morale Versus Rate of Casualty Question

I think I understand this, but want to make sure. I know there are other -rally/morale mods at play, just looking at loss rate atm. According to the unitattribute file everytime a unit suffers a casualty or a nearby unit suffers a loss the unit in question suffers a -rally modifier with less experienced and higher fatigued units suffered an increasingly higher -rally modifier.
As i read it this means that EVERY casualty inflicted results in this -rally number being applied. So, if a unit is taking a brutal fire and is losing many troops every few seconds or suffers multiple canister hits that take down large numbers all at once the -rally mod will skyrocket causing the unit morale to plummet and then rout.
Does the canister hit count as 1 loss or is every troop loss taken into account? Say you lose 30 guys, that is not one -rally mod that is 30? It appears as the later due to how fast units break while getting canistered.
If a unit does take losses in a hurry it appears that morale can drop so low that there is no way for a leader or for the unit to rally before it leaves the board.
Is this a correct assessment?
