I think I understand this, but want to make sure. I know there are other -rally/morale mods at play, just looking at loss rate atm. According to the unitattribute file everytime a unit suffers a casualty or a nearby unit suffers a loss the unit in question suffers a -rally modifier with less experienced and higher fatigued units suffered an increasingly higher -rally modifier.
As i read it this means that EVERY casualty inflicted results in this -rally number being applied. So, if a unit is taking a brutal fire and is losing many troops every few seconds or suffers multiple canister hits that take down large numbers all at once the -rally mod will skyrocket causing the unit morale to plummet and then rout.
Does the canister hit count as 1 loss or is every troop loss taken into account? Say you lose 30 guys, that is not one -rally mod that is 30? It appears as the later due to how fast units break while getting canistered.
If a unit does take losses in a hurry it appears that morale can drop so low that there is no way for a leader or for the unit to rally before it leaves the board.
Is this a correct assessment?

Re: Morale Versus Rate of Casualty Question
As far as I'm aware, you are correct, each 1 man lost is a negative effect so if you lose a lot fast, the effect is worse than the same number over a more extended period (slow gradual losses). A unit will often hold its ground in a firefight for a long time, but add in some canister blasts and it will retreat much sooner.

HITS & Couriers - a different and realistic way to play SoW MP.
Re: Morale Versus Rate of Casualty Question
thx, I thought so as well and observations from the last couple fo MP games where we reduced the "to hit" chance which reduced/slowed the loss rate seemed to confirm it. As a result we are seeing units rout less often, run a short distance, and rally much more often. Very few off board routs. Units that get smoked and lose more than 50% and have high fatigue still go which would be expected. I can push a line back now, but it will rarely break unless flanked or ruptured in a deliberate attack. We seemed to have, at least to our taste, eliminated the quick battles of destruction through direct fire.
We also dropped ammo to 3000 per wagon...that did not go so well. It was challenging, but not quite the effect we were looking for as whole units routed out of ammo and reformed further away. By whole units I mean brigades and divisions after about an hour of fighting.
