I didn't know you could ever give orders while paused.. Perhaps it was in a mod I'm not familiar with or something?

And the "Command Map" is still there. Press the N key to pull it up.

I was referring to the take command series.
you could pause the game and give orders. There was also a command to highlight where the units were going. It was very helpful when lining up units.
