Matrix claim there is No Editor for your games in their spec list.
Just to confirm... there is if I remember correctly with your sandbox?
Am I right.. nearly stopped me buying the game..

Our sandbox gives alot of editing control - you can change scenario length, number of objectives, number of units on the field, time of day, etc. Are they the variables you mean?

No, there is no editor.
Map building is highly complex. However many members of the community have made mods, either full conversions or other ACW campaigns. The game's structure is very simple and you can do a lot with it. One community member has made a scenario editor that is powerful.
Given the community support you'll find here I am not sure what use an editor would be.

Yup... I thought I remembered correctly from years ago.. the Sandbox is enough for my needs.
Have always been a fan of Scourge of War, but not had time to play it for years. Will now go off and buy a game and am hugely looking forward to your Napoleonic outing coming our way very soon.. .
