Can an AI commander order subordinate units to Volley Fire, or is this only able to be done by the player?

Can an AI commander order subordinate units to Volley Fire, or is this only able to be done by the player?

Ive certainly seen enemy AI units do it, so Id be willing to wager friendly side commanders can as well. But as I generally TC everything and control everything myself, I don't think Ive probably observed it first hand, as Ive really never found a practical use for volley fire in the first place
