I have been playing multi-player 2-3 times a week ever since the game came out, but my experience is probably different from most. A friend and I always play cooperative MP against the computer. And we always take the Union side. If we take the Rebs the computer led Yanks are almost always too lethargic to attack with force, no matter the OOB. Our favorite OOB is from the Peninsular Campaign: "Glendale, Jackson What If". We no longer go into the Lobby, we play using IP address.

Hi cliometrician. You're right that the Union side is normally less active. This seems to be hard-coded, and can even override the sandbox attack/defend settings.

There is a workaround however if you wish the AI to control the Union. Go into the OOB and, in column E, make the Union side 2, and the Confederates side 1.

Hope that helps.
