Scourge of War Boards

Looking to get my feet wet in the multiplayer arena - any still out there that do leagues of any sort that could send me info?

The only MP GB group I know of is the GCM crowd:

They use a campaign system where each player has a Reb division and a Union division and your troops fight in a series of battles, gaining experience, losing men, getting replacements etc. They have a ranking system so this may be what you're looking for.

I endorse the above reply. GCM has a pretty small (20-30) community, but we're pretty dedicated, with battles everyday, and usually two. It's a lot of fun. Drop by the site or the TS listed there for further information if you are interested.
