Scourge of War Boards

Can anyone give me some information about NetServ. I have an empty NetServ folder in my SOWGB download. I downloaded a battle from the Multiplayer URL, but to watch it, the game tries to download NetServ fails, and throws me out. I'm sure I'm missing something, but I don't know what.
