Norbsoftdev.net and browser, Anti-Virus problems.

The first problem I encountered was with the demo I downloaded here, I did not know at the time my AV had quarantined the exe, and I kept getting a 'can not find' error. (I now know how to fix that.) But my solution was to download from a mirror, and that worked as it should.
Then I had the same problems with the 10 mile map and again with other exes from this site. I have other game programs that are mod able with custom content that use exes. At the top of that list would be my train simulator, it came pre-packaged with 120,000 'assets' and I have added some 25,000 assets (a single click can install from a single item to a custom route with a thousand unique assets). And that is only 1 example, so I know my computer as configured can perform these functions.
So far, this is the only site that gives me trouble, so there must be some compatibility issue between the way exes are handled on this site and the way my system accesses them.
I use Windows 7 home premium.
My primary browser is Firefox, default settings, the exes download ok (the AV disables them).
I also have IE 11, default settings, IE blocks downloads from here as 'current security settings prevent download'
Norton 360 identifies exes from here as containing a heuristic virus ( I know most of these are false positive and I can overcome these)
I point these problems out as everything on my computer are widely used programs and I doubt my set-up is unique. I doubt I am the first to experience this and it would be a shame if potential gamers become discouraged or somehow view the site and items presented as unsafe.
I do not say they are unsafe, I am saying my average set-up would give pause as to whether they were safe.
