I think it lowers a unit's hit %. By how much, I do not know.

I never really gave it alot of thought but you could watch the number of kills a unit has from shooting over versus being in the front. I think the number of hits would change also.

do any of the devs have any answers that could help my question ? Id be most thankful!
Just want to know if maybe units that are under this effect are causing friendly casualties because the have
a friendly rank too close below them or does it just lower their rate of fire because they are making sure
not to hit friendly units infront of them? Or am I way off?

There's no friendly fire calculations in the game engine. You can blast canister into two units in melee and the canister blast will magically only kill enemy. Its a feature I hope Norb and the Team introduce in the next version of the game.
As Soldier correctly says, "shooting over" reduces the number of hits. It might be due to smoke or might be due to some troops just not having a clear view of the target but either way it definitely lowers the damaage your unit is dealing out. Try to avoid it if you can but sometimes there's no tactical position to avoid it and in some cases it would be something you'd want to do so as to inflict more casualties than just using the front regiment.

Yes, friendly fire is something I have requested and hope makes it into the next generation of the game. It'll make you think twice about where you move your regiments, or where you are aiming that artillery.
Shooting over can appear a little gamey at times, but it's still a very cool feature.
