Units Not Firing/Doing Damage

I am not sure what this is and it is the first time I've seen it. I installed 1.5 over the weekend. I saw this twice yesterday and thought it was just because I was loading massive numbers of troops with Davinci's map 10X10 map. I observed units standing in line well within LOS of enemy standing still and not firing. Some were firing and doing no damage to the target. Units were charging in place, but not moving. I thought it was just me until I got an email a short time ago from someone who was using stock maps and OOBs describing the same behavior.
Having said that I know I had mods on yesterday I been using all summer. I need to run some scenarios this evening with nothing on to try and recreate the fault. Has anyone else seen this behavior?

This is something that has been seen to occur with large OOBs. Basically the AI can only cycle through so many units before it has to quit to generate the video frame. If you have too many units it can be quite a lot of time (seconds) before the AI cycles around to a given unit and discovers that they are close enough to an enemy unit to start firing. We cannot put fixed numbers because it is affected by both hardware performance as well as OS issues.

I kinda figured it was related to that. The OOB I was using to deliberately stress things had close to 180000 with full graphics and quality on(I was trying too lock the game up). Lesser or more capable machines will have problems sooner or later depending as you say. TY
