Make sure you are patched to the latest, install the pipe creek pack, the new scenarios will be found in the Additional Battles menu from the Single Player menu.

Oh you might have to wait a little bit if you aren't patched to 1.301. The download links are down right now.

Yes sir. Once you download the base game and pipe creek, the 1.301 patch is the latest (and required to make pipe creek work)

Nope. The correct order is 1. game, 2. patch, 3. Pipe Creek.
