Yes definitely. Stone Walls and fences provide a defensive bonus. Check the manual for the full list of terrain features that provide cover.

You have to place the regiment's flag on the terrain that gives cover to get the bonus. You can then be facing any way you want. From the SDK it looks like wooden fences block 45% of bullets, and as I recall stone walls block 60%. Woods are somewhere around 20-30%. I'll verify these later when I'm home.
So cover makes a huge difference in firefights.
To know if you are getting a bonus, there's a defensive terrain bonus icon that appears. You can then mouse over the terrain indicator at the bottom of the screen to see which terrain bonus you're getting.
