Scourge of War Boards

When I play as a Division Cmdr. in a Corp level game , the artillary seems confused and runs around in circles without deploying and laying down fire.

In the last game, it was seek and destroy, with no victory objective. We contacted the enemy at a highway, just outside of Gettysburg. The entire arty command came up the road, and right into rifle fire. Then just went from one spot to another. They did not get one shot off, we obviously left the field to the enemy and retreated in detail.

Are these just rare occurences?
