Problem acquiring Beta Patch 3.1

I get a windows security screen that requires a user name and password in order to obtain the 3.1 patch. I used the same name and password as my login for the website, then I used every variation of any name and password I've used for windows or for anything. Nothing works---can't get to the download.
And yes, I checked the caps lock.
I had no problem downloading the 3.0 patch.
What am I missing?
