Artillery "hold fire" buttons (both battery and gun) are not working...
...In both cases, the button on the guns is highlighted indicating that the command was engaged, but they continued to fire unabated the rest of the game. Let me know if you want a save.

I noticed something like that too, resolved it by TCing Battery CO and the gun or guns themselves with hold fire command on. The rate of recovery would also increase with infantry blocking incoming shot, which slowed the guns' recovery. At the very least TC the guns themselves, made a difference.

I think the button works, it's the AI general that takes over if you don't TC him, he has targets in sight (of course with the arty range he will always have a potential target) so he will keep ordering the guns to fire.
Pretty evident when you look at the strat orders. You set them to none and he overrides to hold, which means you can't move the guns anymore. Much more serious than the hold fire command.
