Paradoxically, all of these points are well represented in Cossacks 2 : Napoleonic Wars, granted you replace the individual behavior of the officers with the own player's. The range at which you order a volley fire is central in this game, to the point that the winner of a fight is often decided by who does the most damage on the first volley. If a unit stands outside of the effective range and fires a volley, the opposing unit has the opportunity to advance while the other one reloads, to fire a volley at close range and then charge, or let the friendly cavalry charge. The melee in this case lasts very shortly before the attacked unit breaks and flees. Sure, the visual representation of distance is totally flawed as with any RTS, but conceptually it is good enough.
