It could be an old version of Direct X... But every time I've seen a problem like this it's always because of a virus scanner or some other program messing with the game. It's important to disable any virus scanners when installing the game. Once you have it installed, make an exception in your virus scanner. If you've already done that, see if any other programs are running that could be altering the game files.

It is probably a good idea to start with the dxdiag file as born2see suggests. We can start with the basics and work our way up.

Can you download and install directx version 9.0c? I don't think that's necessary, but it's something to try. We ship a dx9 dll with the game and install it to the game folder, that's the version that the game uses and it's required. I use windows7 and my dxdiag also reports dx11.
You should first do a save all information and post the results here, so we can look at all your specs.

Hi.
Download this: DX9-10 June/2010 release.

Even though you are running Windows 7, and you have Direct X11 installed, it's not actually updated to the latest version of DX 9/10. So download the June 2010 version of DX9c above, this should help you. It fixed a problem I was experiencing with a piece of software. Even though I re-installed all the DX9 versions I could come up with (from the latest games), I still for some reason had the incorrect version for this program (very stupid) until I finally did some research, and found this version (June 2010).
If you decide to download the version above, install it, and reboot your system, no matter even if your system does not ask you to do so, reboot.

After some long hiatus, I finally downloaded DirecX, but to where do I extract the files? I downloaded it once and extracted it to my downloads folder... it didn't work, so I'm willing this last stretch puts an end to this problem.

It downloads as an executable file, a .exe file. If you double-click it, it will launch the installer program. Just follow the instructions from there.
