It does exactly that, the courier will always look for the road first even if it's not the shortest route. I understand the overall point but roads are mostly taken and it's a very risky path especially if you have the flag of your recipient in sight I, as a courier, would take the most direct and safest route rather than the road instead.
Anyway I have noticed that when the courier leaves from your location to go to your recipient, for example your div commander, the orders you gave to the courier are not displayed on the map. This means it's impossible to know where exactly you clicked and what is the selected facing for your recipient. Thsi comes on map when the courier reaches your recipient, however if there was a mistake, in order to correct it you must send another courier and wait (and hope you didn't make another mistake) and this is a bit tedious. Perhaps the orders should appear on the 3d world as flashing, or ghost icons, so you could finetune them before the courier arrives to destination... at least you could see what and where you clicked it even if you shouldn't be able to change them anymore after the courier left.
