Game speed for MP is set to the capacity of the slowest system in the game. You will not be able to pause an MP game as that causes severe technical issues in keeping things exactly coordinated. The optional parameters for MP are always dictated by the settings on the host system. It seems to be a good practice for someone with a newer/faster system to host.
There are a lot of changes in details in the csv files and there are some files new to GB. However the learning curve for someone very familiar with TC2M will not be too steep. We will be releasing a formal SDK, but it will be several months after release just as it was with TC2M. This is because we want to include any bug fixes/updates and because we don't want to hold up release waiting for the detailed documentation needed for the Mod Manual to be finished.
