TC2M NOT WORKING ON LAPTOP DirectX 9.0c ISSUE

Hey all,
So I had TC2M working on this laptop before but had a terrible problem with the laptop and had to do a complete reset. I've tried to get TC2M working several times and gave up but tried again today. I keep getting this DirectX 9.0c is incapable with the DirectX 12.0 that I have on it now. I don't remember updating it myself, could this have been in an update by Microsoft? I'm kind of leery to change it to 9.0c is there any sort of workaround I could do? I've also had trouble getting the program to change the system to Windows 7, XP or others--can't recall what the name for it is. I suppose nothing can happen until I get the DirectX situation sorted however.
