I just started a sandbox with Kutusov and the KS 1812 OOB and I got 131,053 men and troops as far as I can see.

I just found out that this only happens in Attack or Defend mode.
Hunt them Down or Line of Sight works like it should.

Your right, it only happens with attack or Defend mode.

Try turning 'balance forces' off. The full french campaign mod is designed for the campaign game. It adds a second Napoleon as a 'side' commander so he can compete with two 'army' commanders, wellington and blucher under the overall 'side' commander Wellington. By picking an army battle but having 'balance' on it is trying to match a 'side' commander napoleon against an enemy 'army'. Alternatively try the lower level 'army' napoleon, the 2nd guy in your list.

Yep tried all that.
Doesn't make any difference at all.
Balanced or not, Full French Mod or not, Sandbox Attack/Defense will not put a full army in the field.

OK, with that additional information now we can reproduce the bug. Thanks for finding this one, we will get this fixed with the next patch.
In the mean time, you will get the full army with Line of Sight or Hunt Them Down modes. Since a full army take up about 1/4 of the map, Hunt them down is not so much of a challenge.
