I have the same issue with the new game.

Here's my computer info

CyberPower Computer specs
Motherboard: Gigabyte GA-X58A-UD5
CPU: Intel® Core™ i7-990X processor, 6 cores, 3.47GHz
Memory: 24 GB
Video Card: ASUS GeForce GTX 750Ti, 2GB memory
SSD: Corsair Force Series 3 SSD 240GB
Western Digital Black HD: 2 TB
Case: Sniper Black Edition
Power Supply: Commander 1200 Watts
Sound Card: Creative SoundBlaster Z, Model SB1500
Monitor: Samsung ViewSonic
OS: Windows 7 Professional 64 bit
I just want to say, that is a glorious PC. I don't have anything else to add to the thread, but good luck. I'm sure you'll get it working perfectly soon.
UPDATE!

I will do more extensive testing tomorrow, but, after I went into Webroot and manipulated it to Accept the autorun and SOWWL.exe files, I was able to run Baudin's attack on Hougomont for some time with no lag problems.

I will do more extensive testing and report back.

Webroot is my AV and it has interfered with some games in the past.

Some people on the MatrixGames forum reported their lagging went away when they disabled Webroot Antivirus.

Even if you don't run Webroot but some other form of AV perhaps it could be worthwhile trying to disable it and see if the lagging goes away - some AV memory scans are more disruptive than others.

I installed on my sons old computer. It runs win 7 but is about eight years old. It runs Waterloo very smooth. Webroot does not seem to bother the game on his pc. Could the problem possibly be with new computer or 8.1?

As a data point, I've run this game on the following hardware. In all cases it has been at least playable, no lags or stutters, so I suspect that the issues that are arising are due to unique configurations or a background program such as an anti-virus. In these cases the more information you can give us about your computer and other programs running, the better we can help you.

Just had a chance to load up. Turned off webroot. Played first scenario and annoying lag probs gone. :)

Thanks for the advice, guys.

Really enjoyed my first proper play through. Great game as expected from the NSD team.

The maps and sprites look very good, and the whole package feels suitably napoleonic. Nice work.

Some more info regarding WebRoot, first a post, then the link to the entire thread on the Matrix Games GB forum regarding this issue and performance concerns:

I thought I should do one more check before I went ahead and redid my settings, trying to figure out exactly what part of Webroot is the cause of my issue.

I'm glad I did.

For those not familiar with Webroot, in my case "Secure Anywhere", in the version I am using there are three distinct settings. They are "Realtime Shield", "Web Shield" and "Firewall".

My original intention was to go through each of the settings, turning them off individually to figure out where exactly my problem was.

It would appear, from what I have been able to determine from run throughs of Sharpsburg and Chancellorsville that the "Realtime Shield" was what was apparently causing the sluggish performance and stuttering. With ONLY the "Realtime Shield" turned off, I was able to easily complete both scenarios with no ill effects to the FPS or noticeable stuttering.

So, for those of us that have WebRoot Secure Anywhere, I would suggest only turning off the "Realtime Shield" rather than the entire program, which should hopefully set some minds at ease.

I hope these posts prove useful to anyone else having an issue with Webroot.

Now on to see if i can bring the game into all its glory by upping the graphics options!
