I have posted about this in the past. Playing as a Corp commander, I give movement orders by courier using the command map to all my Divisions and one or two regiments stay put as if they never received the orders. I have a copy of a game now playing as Jackson with the Harpers Ferry OOB where once orders are given two of Barksdale's Mississippi regiments have not moved.
It is a Sandbox game and I do have mods activated.
Would Norb like a copy of this and where do I send the file?

Try giving the orders 'Hold to the Last'. By my testing this has proved most effective at moving infantry at division and corps levels without the aid of TC, batteries, not so much. Also, the orders will stick.Norb quote: This game is not for everyone. There are too many RTS games out there if you want total control. Yes sir. Unless the officers are TC'd, the AI will place units in reserve with most orders, including No Orders. All out Attack will not, but your troops will avoid your move to locations and aggressively pursue any enemy within their LOS. This is why I recommended Hold to the Last, it does not place units in reserve and they generally move to the location designated by you unless they become engaged.
