Well since it's impossible in MP, I'll just move them far out of LOS which should work just fine. They don't seem to move at the start unless you request it via courier.

I've been stuck in a building at the start of a game several times. Ceiling heights back then did not accommodate a man on horseback. :P

In my campaign scenario I placed the unwanted higher level generals all down in one corner of the map but towards the middle of the battle they still managed to ride to the front lines and, as you say, gave useless orders.

My scenario though also had combatant units at the corners of the map as well, so the generals arrived at the same time. If you design a scenario with the opposing sides much closer than the unwanted generals that should help.

I think your best bet here for now is plan the way you opt your units before loading the game. One person pick the top officer, and the other folks pick their brigade or division, leaving one unit available for whoever picked the top officer. When play begins, TC the top officer(s) and send them away. Once TC'd, officers become TC zombies, as we refer to them in SOW testing. Of course they will be in the coc, but will give no orders.

I think this makes sense, but then again, I'm still not sure if this is what the problem is. Regardless, my last guess.
