Dragoons and Chassuers a Cheval were the two largest types of Cavalry in the French Army during most of the Napoleonic Wars. Each type had roughly 30 Regiments each, as opposed to the Carabiniers/Cuirassiers at 14 and the Hussars at 15-16. Yes, I know, 6 regiments of Dragoons were converted to Lancers in 1808(?), but they sort of don't count.
Indeed the French Army of Spain's Cavalry arm was almost completely formed of Dragoons. So, not really a problem.
