How is this mod enabled?

I've put the folder inside the download (Historical Scenarios Mod) into my Mods folder, and enabled the mod in the game, but I can't play any of the scenarios unless I have completed the first scenarios. The same as if I hadn't enabled the mod.

What am I missing?

The scenarios will show up in the User Scenarios.
