Prior to submiting this post I had redownloaded the game (due to wireless problems) and then the patch, started playing and discovered the #1/#2 keys were still acting as in the original game. I immediately checked the default keyboard csv file and found it had not changed. It still appears as:
TC On 1 tcallon
TC Off 2 tcalloff
Subsequently I changed my keyboard csv file to:
Atcommon
Atcommoff
#1 and #2 Key Selected for Any Unit Switches the AI for the Entire Corps

The defaultkeys.csv file, not the default keyboard.csv.

Thanks for pointing that out ADukes. I may have caused some confusion as this is the first time I noticed the existence of the two similar (but not exactly the same) files:
keyboard.csv
defaultkeys.csv
Now I am not sure which one of these two files I changed; however, the bottom line remains the same. When I redownloaded the game, I had to change one of those files to:
Atcommon
Atcommoff
in order to get the #1/#2 keys functioning properly - as previously outlined in this thread.
