I installed the Windows 10 upgrade and had to un install it. SOWGB and Waterloo would run but the frame rates were way low. The both games were clunky and un playable. It was likely my machine (older Quad Core).

Don,
I followed your lead. I created a folder in mods called Mexico 1836, and unzipped the mod to the Mexico folder. As I looked through my mod folder the files for the mod were there but not contained. Anyway she is running now and looks pretty good. Played a test on Big Whiskey.
