It is still there. Should be "Move to this map point." The sent messages can be found on the toolbar in the Orders tab.

There's a date/time tab in the courier menu. Try setting the execution time of your orders in the past--you're usually able to choose the previous minute. What you're describing happens to me frequently (very frustrating!) but changing the execution time often fixes the problem.
